Buying on the Albanian Riviera: what is different here

The Ionian coast is the most photographed and the most misunderstood property market in Albania. This is the short version of what Albania Housing tells every buyer before they reserve anything south of the Llogara pass.

Where the Riviera is

The Albanian Riviera is the Ionian coast from the Llogara pass, south of Vlorë, down to Sarandë and Ksamil near the Greek border: roughly 120 kilometres of mountain dropping into clear water. Palasa, Dhërmi, Himarë and a string of smaller villages sit along it. Vlorë and Orikum are on the Bay of Vlorë just north of the pass, at the point where the Adriatic becomes the Ionian, and are the gateway to it. Each area has its own page on this site.

How prices compare

Standard Riviera stock runs roughly €1,000 to €2,000 per square metre, with Ksamil and the Sarandë waterfront at the top of that range and villas priced individually above it. On the Bay of Vlorë the current new-build releases run €1,700 to €2,300 per m². For comparison, the Adriatic coast near Tirana, the Durrës Riviera, runs €1,050 to €2,300 per m² and has far more new-build supply; those projects are listed on albaniabeachfront.com. The Riviera is not cheaper than the Adriatic. It is more dramatic, more seasonal and more supply-constrained, and it prices accordingly.

The season changes the maths

Well-run short-lets in the best Riviera spots target roughly 9% to 12% gross in a strong summer. That is a real number, and it is a peak-season number. The coast is quiet from October to May, so annualise against the empty months, then take off management and the 15% tax on net rental income. Sarandë, with a town and a ferry, has the longest season; Ksamil the most intense and shortest; Vlorë, a city, the longest of all. Many owners pair a summer short-let with a longer winter let. The 200 m coastal rule, in one paragraph

Apartments and houses near the sea are bought and owned in your own name, like any home in Albania. Coastal land itself is different: a strip within roughly 200 metres of the shore has its own regime, handled through a company or a long lease rather than direct personal title. Buying off-plan, safely

The new-build releases we sell are bought off-plan: you reserve a specific unit at the release rate per square metre and pay in stages against construction. The protection is in the checks before you pay: the developer's building permit, the legal existence of your exact unit in the cadastre, and clean title on the land. Getting there this year

Tirana International Airport to Vlorë is about two and a half hours by road, and since the 5.9 km Llogara tunnel opened in 2024, Vlorë to Palasa is around twenty minutes rather than an hour. For the far south, Corfu airport and the daily ferry to Sarandë is the quick summer route. A new airport has been built for Vlorë but was not open to scheduled flights when this was written, and its opening has slipped more than once; treat it as upside, not as part of your rental model.

What it costs to buy

Albania Housing charges a 3% buyer fee on the purchase price, stated up front. Notary, registration and legal costs are separate and modest. Who this coast suits

A buyer who wants the most beautiful coast in the country and is honest about using it as a summer place that earns in peak weeks. It suits a year-round income plan less well than Vlorë or the Adriatic. If that trade sounds right, start with the live releases, and register interest in the towns where we have nothing yet.

Is the Albanian Riviera a good investment?

For a summer home that earns in peak weeks, yes, with the caveat that the season is short and the maths has to be done on the whole year. For steadier year-round income, Vlorë on the bay or the Adriatic coast near Tirana usually suits better. The honest answer depends on how you will use it.

Should I buy in Ksamil, Sarandë or Vlorë?

Ksamil for the strongest peak demand and the most famous beaches; Sarandë for a longer season, a town and the Corfu ferry; Vlorë for new-build, a city and the longest season of the three. We currently have live releases in Vlorë and Orikum, and register interest for the other two.

How long does a purchase take?

An off-plan reservation is quick once the checks are done: reservation, a notarised contract, then staged payments through construction. The checks themselves, permits, title and the legal existence of your unit, take days rather than weeks with the right team on the ground.
